Libel law is expensive and imposes disproportionate restrictions on free speech, according to a report by charities, Index on Censorship and English PEN.
They have set out ten recommendations, which they want to see incorporated into a libel Bill, including reversing the burden of proof in libel actions, setting a £10,000 cap on libel damages unless material damage is proven, introducing a “single publication” rule, and requiring large companies to prove malicious falsehood.
